Family, friends, coworkers, and members of the Durand community are mourning the tragic loss of Christian Jean Bates, 54, of rural Durand, who was found deceased early Saturday morning at a worksite in Durand Township.

According to authorities, Bates—a longtime employee and construction supervisor with Nelson Telephone Cooperative (NTEC Telecommunications)—was discovered around 3 a.m. in a shallow excavation after he failed to return at the end of his shift. Concern was raised when he did not report back as expected, prompting coworkers to search the area before contacting law enforcement.

The Pepin County Sheriff’s Office, with assistance from the Buffalo County Sheriff’s Office, responded to the scene after Bates was reported missing. Emergency personnel later located him unresponsive at the worksite, where he was pronounced deceased.

Officials have not yet determined the cause or manner of death. The circumstances remain under active investigation, with an autopsy scheduled through the Ramsey County Medical Examiner’s Office in Minnesota. The Occupational Safety and Health Administration (OSHA) is also reviewing the incident as part of a workplace safety inquiry.
